A New Coastal Policy?

Coastal management not only crosses the ocean-land interface, it reaches across geographic and jurisdictional boundaries. Consequently, any policy or guidance developed for the coast needs a governance structure supporting interagency operations. There are multiple ways in which this can be done, each with their own requirements for changes to legislation, government agencies, implementation frameworks and funding.

Some knock-on effects from policy development have important ramifications for how coastal management activities are supported. In particular, coastal management activities that are partly between agency jurisdictions can become grant-funded, reducing staff security, and limiting sustained implementation of programs.
