Adaptation triggers for coastal structures tend to be based on theoretical risk, which can obscure the necessity to implement change. Use of impact-based thresholds provides more tangible triggers, but to obtain the necessary finesse, should be based on less severe conditions, interpreted within the context of observed climate phases.
